Moscow [Russia], January 2: Russian President Vladimir Putin said on Monday that Ukraine's shelling of the Russian city of Belgorod is a "terrorist act."
"What recently happened in Belgorod is, of course, a terrorist act ... they used it to attack the city center where people gathered ahead of the New Year," Putin was quoted by local RIA news agency as saying during a visit to a military hospital.
Russia could have fired back in response, but it only targets military facilities, said the president, who met and talked with servicemen taking part in the special military operation.
According to the Russian Defense Ministry, at least 24 people were killed and 108 others were injured during the shelling attack on the city center of Belgorod by the Ukrainian military on Saturday.
